Now I myself would never have given any of this a second
thought but, the story does fit!

See, it has long been claimed that, back in the 1960s, a
young and impressionable teenage boy founded a citizens
UFO investigative body at the behest of a time traveler!

    A time traveler!

It's a crazy claim. There were a number of witnesses but
it all amounted to hearsay. And with everything supposedly
taking place DECADES before our ubiquitous security
cameras and internet, it's impossible to confirm or deny
    anything said. But, still....

The claim was always that the time traveler was from "The
late 1990s." And this does align nicely with one time
    traveler claim in particular...

    So is it real?

    No?

    Why isn't it real?

It is at least a sure bet that time travel is not possible:

For 25 years, a Moscow State University institute researched
teleportation. Then the media took notice -- and its website vanished.

An obscure group studying teleportation and time travel operated for
decades out of Moscow State University (MSU) -- until a media report
prompted its sudden disappearance from the web.

For more than 25 years, Russia's prestigious Moscow State University
has hosted a group calling itself the "Institute for the Study of the
Nature of Time," which claimed to research teleportation. After
journalists from the Russian-language broadcaster RTVI recently
reported on its existence, however, the institute's website stopped
    loading.
