After a massive cleaning of my VM, and confirming (and repairing) the latest version of the VC++ redistributable, I finally catch that the
event log is pointing at a file version dated 2016! Holy crap!
After a quick look around, I see that in the root of my WWIV folder is
the offending file that was the wrong version! Kuled that file and
Huzzah!
The upgrade to the latest dev build here on Windows 10 x86.
That's great, what was the name of the file that was causing the issue?
It as the msvcp140.dll
Nuked it and all came back to life. No idea how it ended up in the BBS directory, maybe a door game I extracted at some point?
