You have to respect that.
And yes they will plead homelessness to loosen purses, and take the money for cigarettes & street drugs, and go right back out there.
If you are in the position to offer them a job where THEY can earn their own way into a better situation, you may have some successes.
If they are given things you ultimately cripple them.
Respect what they have chosen for themselves.
