I use a Nokia 2660 Flip, and I have trouble downloading photos from it. Sometimes, I just connect the USB cable between it and my PC, and it
asks if I want to use the cable for charging or for data transfer. But
not always, and of course when I want to transfer files, it doesn't
give me the choice, it just goes direct to charge mode.
I can't find any mention of this in the manual, and my desktop PC does
not have Bluetooth, so I usually want the cable option. I have tried different cables, I cannot find any reason for this strange behaviour. Removing the SD card is a right pain.
Any help welcome.

It appears to support MTP over usb. I've known it make a
difference what state the phone is in when you plug it in -
though this was with Android not your phone OS. Wake the screen
up first. And It may depend on what the screen shows. I've also
known it take a while to connect.

If Bluetooth would make things easier, a Bluetooth dongle for the PC is cheap.

It wouldn't. The OP's phone does not support file transfer

Don't most modern PCs already have Bluetooth?
Check first to see if you have it and just not turned on.

Laptops, tablets, and phones have BT, but most desktops only have
it if it was deliberately specified on the machine order.

Correct, in my case. I am not a frequent Bluetooth user, so didn't
even think about it when I bought the PC.

My 'phone does not do e-mail.
But it offered me the USB connection once the battery was full.
