There isn't AFAIK. VoLTE provisioning is a function of (device,firmware,network) - you can't really tell that in advance. If the first two are on the network's whitelist then the IMS can provision you with
a VoLTE profile, but if something doesn't match then they won't.
The best source of information is the network's list of supported devices,
but they're not going to have no-name devices on there.
So alternative Android OSes can force provisioning, or others can be patched but you may need root for that - and good luck trying to root a no-name
device.
