So I've signed up with Voipfone for an account with a local phone number to get familiar before migrating the landline.
I've downloaded the voipfone app on my ipad and now what? I've tried
calling the number and it just sends me to voicemail.

The app is for managing the account - things like call divert ...

You need an IP phone of some sort. Google for
Voipfone are very helpful. If you get stuck, do ring them ...
Beware that migrating the landline can break the phone service for a
week, except in very specific circumstances. If the landline supports
your broadband connection (i.e. ADSL or VDSL) then porting the landline
can break the broadband service. Ask here for more details if this
affects you.

There are some issues on iOS with receiving calls when the device is
asleep - Apple's powersaving means the phone drops connections while
it is sleeping, and they expect it to be woken via a push message from
Apple when there is an incoming call. As it's Voipfone's own app I
expect they have set up their server to handle this, but it's a reason
why generic SIP apps have problems on iOS, unless they provide their
own server to generate the push messages. You can test this by
calling the number with the Voipfone app running on the iPad's screen
which is on - then there are no powersaving issues.
