Firstly, hat-tricks aren't that common. Since 1906, there have been 379 >hat-tricks in county v county FC matches (which must be nearly all CC)
in 110 seasons, so roughly 3 per season.
Secondly, the list on the page that I linked to is for FC debuts, so
anyone who made their FC debut outside the CC was automatically ruled
out of the list of 3. Obviously that includes nearly all overseas
players, who are among the most likely to take hat-tricks, but many
other players will have been tried in matches against universities, >tourists, etc, before being given a chance in the CC. However, there has >only been one instance in England outside the CC, and that was also over
100 years ago - Dick Wooster for Northants v Dublin University in 1925.
Probably the biggest reasons are that (I'm assuming) debutants don't
tend to bowl as much as more experienced players, and that generally
they aren't as good.
