    RMK COTRA Fog to NW, in Loddon Valley. Cloudy after 15z
    yesterday with a few spots of rain until 1630z, then dry with
    cloud thinning and lifting, becoming mainly clear in the evening
    with fog for a time overnight. Fog cleared locally before 06z, but
    patches in the vicinity persist at ob time. Upper cloud in currently
    increasing and lowering.
