What does Heidi mean by "tiny minority"?

They all jump red lights. They all take to the footway if it's more convenient. None of them respect one-way working. And they all regard pedestrians as fair game.

ItrCOs a cert that when cyclists get hauled up before the beak for breaking these late-in-the-day new laws, theyrCOll use the same excuses that they continually blame drivers for employing, such as rCyblinded by the sunrCO and rCywearing dark clothingrCO. Cyclists are never wrong, in their own eyes.
