    rCLThis is exactly right but unfortunately it's not really the fault of the councils, it's the fault of the setup of the current legal system whereby
    very small and unrepresentative interest groups can lodge objections that
    can bog down the development process for months or even years; often they
    can hamper or halt schemes by claiming that there was insufficient planning
    or consultation prior to implementation so councils feel obliged to invest substantial amounts in an attempt to forestall such objections. I don't
    have an answer as to how to change the system but there must be a way of streamlining matters so that councils don't have to produce plans and
    designs more worthy of building a major motorway just to install a couple
    of planters on a trial basis.rCY
