I (and others I would assume) tend to think of these as small (capacity) motorbikes which can be propeled by pedals but in the main they are motorbikes.
Or am I being "whooshed"?

Being capable of being driven via pedals is the definition of a moped.
I (and others I would assume) tend to think of these as small (capacity)

That change would not be necessary if the two previous categories were subject to the same requirements as "category Q".
