about legal topics.

smaller. You could probably serve all worldwide Usenet clients
(perhaps not including binary groups) from a single Raspberry Pi.

I absolutely do not! And the main issue with running a news server
is not so much the time setting it up (although that might be a
hassle to arrange the incoming and outgoing feeds with other news
server administrators) as the maintenance involved in keeping it
running...
