b) (saved passwords and data) from Health and Maps
Because if it's a), I'd be rather more concerned than if it's b).

You should be particularly concerned about your government (irrespective
of name or colour). It disallows real E2E-encryption since about two years.
I never see such warnings in Switzerland.

I'm guessing your backup isn't encrypted. When that's the case the
iPhone doesn't sync things that are encrypted in the phone as they
wouldn't be on the Mac.

Have you tried restarting the iPhone and/or logging out and then logging back in to iCloud? Just wondering if this might kick full syncing back into action.
As to a) or b) and being a pessimist (well sometimes!), I'd vote for a).
