As pointed out in a.h.w-i, it _is._ But it's only accessible via actual Usenet servers and actual non-web clients, which means that it's more a niche thing now than it would have been in 1981 or 82.
I'd suspect there are literally NO lurkers, which means not much of a
base to get ideas from or bounce solutions off.
