of the earth, within our solar system. AND they have detected

the life would exist within a subsurface ocean...
Venus?-a That's even easier!-a The potential life is high up
in the atmosphere. They don't even have to land! They could
just fly low, scooping up air into collectors then fly back
out.
No digging. No melting through ice. No landing, collecting
and then launching back into space...
And of course there's the Mars "Return Mission." Which
means gathering up samples and blasting them back to Earth
for analysis.
ALL OF THESE could have already been paid for. Done. All we
had to do is decide that science, the biggest scientific
discovery we could yet make is more important than killing
people in wars that are not our own.
HUNDREDS OF BILLIONS for other people's wars, nothing for
