How to report permanent hate speech by a poster from Canada ?

I don't have direct access to headers of messages to report hate speech
to remote telecom operator.

Can you help ?

He follows my threads and his only activity is to post hate comments

If you can read the message to know it's "hate speech", you should be able
to also read the headers.

Messages on NovaBBS don't come with headers

I need headers for a specific messages to verify if they come from the
same hater
to send reports to telecom operators.

He follows my threads making hate comments only.

You can block him but he may live on another usenet server

I can get full headers of messages marked as hate speech from the
internet but it may take some time
since usenet is generally down, low traffic, low interest

I don't find Usenet to be generally down. Even if one server is down, there
are plenty of others.

Your newsreader should offer such a feature. Ctrl+U sometimes works.
On rslight, you can use the check "show all headers".
