I'd say he want to say the Taiwan question is the most important
issue in China-US relations.
Taiwan is to the US a lot like what Castro's Cuba was to the USSR.
Just as Israel is the US's North Korea.
I would venture that Cuba, besides Bay of Pigs and the Missiles, was far less of a North Korea than Israel has been.
We may be mismatching.
I see N Korea, a Chinese client state, as serving China's interests as
being a powerful force for disruption, but if you be nice to China,
China can help to rein them in.
Israel projects power quite promiscuously into the middle east, and
often it is similar to the US interests, and they certainly are
nominally a US client state. So we can use our position to seemingly
control them, much like China can with North Korea. But Israel has far
more power in the US than N. Korea does in China.
Cuba and Taiwan are a bit different. They are a potential forward base
very close to the borders of a large powerful nation, but are
ideologically and economically aligned with that powerful nations major competitor.
Both the US and China, and the US and the former USSR, have made a big
deal out of these "forward bases" and used them when bargaining with
each other. NATO is a giant Cuba, so far as Russia and the USSR are
concerned. As if Canada and Mexico were members of the Warsaw Pact.
