Wait! It turns out that milivella once wrote up a document called
Rules.txt. I'll reproduce it below. However, I have introduced some
changes since becoming gamemaster. I'll highlight them.

Each season is league as we know it (6 weeks) followed by cup (4
weeks).

There are x tiers of 4 RSSers each (the last one could have less
teams). Each season has 6 matchdays. At the end of each season, in
each tier the top RSSer is promoted, the bottom RSSer is relegated.
Quite easy so far, right? I only have to add how matches work, and
I'll do it using an example (lines starting with *).
Each matchday, I post the fixtures...
* Daniele - Jesus
* Luiz - MH
...and the matches to predict:
* Chelsea - Manchester Utd.
* Barcelona - Real Madrid
In each unsophisticated match, the home player picks one team from
each match, in order of preference:
* Daniele picks (1) Real Madrid and (2) Chelsea
As soon as he picks, the away player can pick one of the unpicked
teams:
* Jesus picks Manchester Utd.
* So Daniele will be represented by Chelsea
A win is 2 points, a draw is 1 point:
* Chelsea 2-2 Manchester Utd.
* Both Daniele and Jesus gain 1 point

If the home player doesn't pick any team before his deadline, the away
player can pick any team:
* Daniele doesn't pick any team
* Jesus picks Real Madrid
* So Daniele will be represented by Barcelona
If the away player doesn't pick any team before his deadline, the home
player will be represented by his preferred team:
* Jesus doesn't pick any team
* So Daniele will be represented by Real Madrid
* So Jesus will be represented by Barcelona

If nobody picks a team, teams are assigned randomly.
Any player who does not pick at least three times is automatically
suspended from the next season of UPT.

Cup
Seeded, i.e. Tier 1 winner (1st in the UPT pyramid) plays against Tier
4 bottom player (16th), etc.

(Note: in this case, 4th in Tier 1 is 4th, 5th in Tier 2 is 5th. I
specify this because formally it doesn't work this way when I handle
promotions and relegations when players leave the game.)

tiers, plus second placed-team in Tier 1. Cup does not necessarily
have 16 teanms. ***
Each round is a single leg, played with the usual rules, except for
the following exceptions: the gamemaster picks unbalanced matches, and
the underdog is considered the winner in case of a draw. E.g.
Futbolmetrix - milivella
Newcastle 1X-2 Liverpool
Almeria 1-X2 Rayo Vallecano
Futbolmetrix picks Liverpool and Rayo. milivella picks Almeria. So the
match is Almeria - Rayo. It ends 0-0: Futbolmetrix goes through.

The cup is open to human players who have picked at least 3 times
during the regular season OR picked in week 6.
*** NOTE: I don't think I enforced this rule.
If the number of players in the cup isn't a factor of two, the best
placed players (with the fourth placed player in a tier being
considered above the top placed player in the tier below) will be
given first round byes.

Meta-rule about changing rules: when you want to change a rule...
...first you discuss it on the ng (this step required only by the etiquette!)...
...then you formally propose the change...
...finally if nobody disagrees it's implemented from the next season.
*** NOTE: I definitely did not enforce this. Some tweaks have been
approved by majority rule, sometimes the gamemaster just decides.
