ARRL Simulated Emergency Test in October

Amateur radio is a national resource before and When All Else Fails(R).
During National Preparedness Month in September, ARRL shared resilience tools and frameworks with hams. In October, it is time to assess amateur radio's readiness via the ARRL Simulated Emergency Test (SET).
Each ARRL Section will have a different scenario that puts equipment, operators, and plans to the test. "This nationwide exercise is the chance to test your personal emergency-operating skills and the readiness of your communications equipment and accessories in a simulated emergency-like deployment," said ARRL Director of Emergency Management Josh Johnston,
KE5MHV.
ARRL Field Organization leaders at the Section and local levels, and many
other volunteers who are active in public service and emergency
communications, are developing simulated emergency-like scenarios in consultation with a variety of agencies and organizations for whom radio amateurs are known to provide service during emergencies.

Amateur Radio Activations During Hurricanes Imelda and Humberto
Amateur radio operators were closely involved with monitoring the forecasts
of the National Hurricane Center (NHC) in Florida throughout the tracks of Hurricanes Imelda and Humberto, activating nets and contributing surface reports.

As of this report, Imelda passed over Bermuda on Wednesday night, October 1, 2025, as a Category 2 Hurricane, with winds gusting over 100 mph and leaving over 17,000 people without power.
Imelda is forecast to continue moving away from Bermuda.
Humberto became a Category 5 hurricane briefly on September 27, staying over the open Atlantic Ocean.
The double hurricanes have produced dangerous surf and coastal flooding along the US East Coast, and they caused damage to homes on North Carolina's Outer Banks.
The Hurricane Watch Net [

time this season, beginning Wednesday, October 1, at 3 PM EDT (1900 UTC),
with operations on 14.325 MHz and 7.268 MHz.

The National Hurricane Center amateur radio station, WX4NHC [
https://w4ehw.fiu.edu/ ] , was active until approximately midnight eastern
time on Wednesday; this was reported by WX4NHC Amateur Radio Assistant Coordinator Julio Ripoll, WD4R. The Hurricane Center monitored the HWN as
well as the VoIP Hurricane Net (IRLP node 9219/Echolink WX-Talk Conference 7203).
The NHC also encouraged Surface Reports (weather data, flooding, damage) to
be shared with the Hurricane Nets using any of the available modes, including WinLink (
WX4NHC@winlink.org [ mailto:

A report from Rob Macedo, KD1CY, the Director of Operations for the VoIP Hurricane Net [
https://voipwx.net/ ] , indicated the net was activated at 2
PM EDT on Wednesday until it was secured at 2 AM EDT on Thursday. "We
monitored numerous weather stations and social media during Imelda," said Macedo. At least one report received on the net was used in an advisory.
Macedo thanked Mark Snyder, AE4WX, and Lloyd Colston, KC5FM, for their Net Control support. He also recognized Dennis Dura, K2DCD, and Colston for posts made on the Bermuda Radio Society Facebook pages and other areas to notify people in the affected area of their net activation.

"The NHC is watching 2 additional lows in the Atlantic projecting a 10%
chance of development in the next 7 days. We will continue to monitor them," said Macedo.
One Year Since Hurricane Helene
This is the one-year anniversary of Hurricane Helene and its devastating
impact on Asheville, North Carolina.
There is a write-up on page 3 of the ARRL Roanoke Division newsletter about a special event station, N2G, which will operate in honor of the crucial role played by the Mt.
Mitchell repeater, N2GE. The repeater did not lose power in the aftermath of the hurricane, and it was a vital link for emergency communications traffic into and out of the region.
The article notes, "As tragic as the damage was, amateur radio shined in its instantaneous and sustainable response in supplying emergency communications.

sign the cover plate which makes this unique, vintage, and fully functional item a valuable collector's piece.

Amateur Radio Licensing Update During US Government Shutdown

A bulletin sent to ARRL Members included information about the impact of the
US Government shutdown on licensing for the Amateur Radio Service.
The government shutdown began at 12:01 Eastern time on Wednesday, October 1, 2025, when Congress had not passed an appropriations bill or other plan to
keep the government funded for the new fiscal year (begins October 1).
The Federal Communications Commission, which issues Amateur Radio Service licenses, issued a Public Notice [
https://www.fcc.gov/document/impact-potential-lapse-funding-commission-operations-0
] on Tuesday, September 30, indicating that it would suspend most operations following a shutdown. "Aside from a few emergency and auction filing systems, all other Commission electronic filing systems will be unavailable to the public until normal agency operations resume," said the FCC Notice.
ARRL Volunteer Examiner Coordinator [

] (ARRL VEC) Manager Maria Somma, AB1FM, said the FCC systems appeared to go off-line around 1 PM Eastern time on Wednesday, and are redirecting to the Public Notice. This means the FCC will not be processing any amateur radio license applications during the shutdown, which includes individual, club,
and exam session (new and upgrade) applications.
"But ARRL Volunteer Examiners should continue giving exam sessions," said Somma. "Keep doing what you're doing. Keep serving new and upgrade candidates for amateur radio licenses." Somma also urged that Volunteer Examiners
continue to promptly forward session results from their exams to the ARRL
VEC.
"Please do not hold your session results. Send your sessions to us, and ARRL VEC will continue to queue all applications as they are received. Once the federal government reopens, ARRL VEC will promptly resume submitting applications to the FCC for processing. So, keep sending sessions to the ARRL VEC."
The FCC's shutdown notice indicated that CORES registration system would
remain available for certain activities, but New Registrations are currently not being accepted. This means that new applicants cannot register for an
FRN. This has created a temporary barrier for individuals who wish to take an amateur radio exam but do not yet have an FRN. Existing users can still log
in and access their accounts and applicants who already have an FRN can test without issue.
Given the current situation, there is active discussion within the testing community about temporarily allowing testing without an FRN, with the understanding that:
1. The applicant would take the exam and receive a CSCE (Certificate of Successful Completion of Examination).
2. Once CORES resumes issuing new registrations, the applicant would: r-oRegister for an FRN.
r-oContact the coordinating VEC with their FRN.
r-oHave their application submitted retroactively.
This approach would preserve momentum for new licensees and avoid delays in testing.
Please continue to check the ARRL website for updates as they become
available.
The FCC's Universal Licensing System (ULS [
https://www.fcc.gov/wireless/universal-licensing-system ] ) databases are
also currently unavailable to the public. ULS and related systems (like the License Manager, License Search, Application Search, etc.) are not accessible during the shutdown. Users cannot file applications with the FCC, or access license data, including address information.

New Leadership for the ARRL New Hampshire Section
Dennis Markell, N1IMW, has been appointed ARRL New Hampshire Section Manager, effective October 1, 2025. The role has been open since the last term ended
on June 30, 2025. Markell is active with his local radio club, and
participates in Parks on the Air(R). He will serve for remaining term which ends June 30, 2027. The previous Section Manager was Peter Stoher, W1FEA, who served from 2013 to 2019, and 2021 to 2025.

The ARRL Solar Report
ARRL Solar Report October 2, 2025
Solar activity, which has been at low levels, has returned to moderate
levels.
Region 4232 produced the largest event of the period, an impulsive M3.6 flare (R1-minor) on October 1, 2025. An associated coronal mass ejection (CME) was observed in subsequent SOHO LASCO/C2 coronagraph imagery beginning on
September 29. Analysis and modelling of the ejecta is ongoing.
Newly numbered Region 4237 remained relatively quiet as it developed.
Region 4263 also produced an R1 event with an M1.0/Sf flare near the end of
the reporting period.
It is important to note that, after careful assessment of recent magnetograph imagery, a spot previously associated to region 4239 is now considered part
of the 4230, explaining its reported size increase. A new region appeared but remained unnumbered until further observation.
With multiple regions continuing to exhibit growth, flare activity is likely
to remain at moderate levels (R1-R2/minor-moderate) with a slight chance for
an X-class flare (R3-strong) through October 30.
Weak enhancements in the solar wind environment, beginning September 29, are likely to continue as influence from a negative polarity coronal hole high speed stream (CH HSS) persists. Waning CH HSS influences were expected to end October 1 with decreasing enhancements reflected in the solar wind
parameters.
The 10.7 -centimeter flux: October 2, 175; October 3 - 4, 170; October 5 - 7, 165; October 8, 155.
