Walmart , in the produce section . Relatively cheap , so buy plenty .
You only want to plant the biggest cloves . Big cloves = big bulbs .

Buy where ever you can find what you want. You only have to buy it once,
and you can keep growing the ones you like forever. Just set the largest
bulbs aside for planting in the fall.

For green onions, just the grocery store and plant the bottom (with an
inch or so of green) and will come up for 5-6 years, snip tops as you
    go along.

I buy bulbs from the farm store in the spring/early summer and store
them in a drawer in the fridge . I've had some viable after a year ...
maybe 35%-45% grew . Try planting your green onions in a largish pot
(think maybe sapling size) out on your deck/porch etc . Pluck one and
stick another bulb from the fridge in the hole - or the root end (1/4
inch) of the one you just pulled . Get a rotation going and you'll have
fresh green onions forever . I get lazy/busy and let the rotation die
out and then have to start all over .

There are less chances of infected bulbs if you buy "seed garlic" from
proper sources, There are also many different varieties to explore, and
there are probably varieties that grow better in your climate than what
you get at the grocery. But, the grocery store can work great to get
    started.

I just buy green onions as needed and grow them in a container. Once
root bound (takes about 5 yeats, refresh the pot and start over. You
only need to seed it first 2 years, next 3 are free.

you can plant more than one if they are bigger...
but don't put them in the same hole. space them out.
i usually give them far enough in between that i can
get my scraper through there to get the weeds.

Not an issue with organic garlic, which is the only
kind I buy due to my wife's severe chemical allergies.
Organic garlic always sprouts in my storage drawer.
    So do organic onions.
