not released until 1993 so someone's clock is way out of whack.
More likely the posting software is broken. DEC-31-1969 23:59:59
is the start of the Unix epoch (Unix reckons time by keeping a
running count of seconds since the start of the epoch)[*]. The value
zero will translate to the time string seen in the OP.
[*] Usenet began on unix, so the NNTP timestamps use unix time values.
