Is this a fun idea, or a stupid piece of crap which will go
directly into the garbage? If it's the former, what else might go
in an emergency D&D kit?

Definitely a nice idea. Maybe add a pencil and a small notebook?
I'm thinking of making small Christmas gifts for my players. My
idea is emergency D&D kits they can (in theory) carry at all
times, in case of sudden need. The kits would be small crocheted
rolling trays with compartments for a one-page one-shot dungeon
and a set of miniature dice. The back of the dungeon page would
probably have several pre-rolled characters.

I think it's a great idea! Whenever I signed in a new D&D player, I
gave them a plastic tube filled with the standard polygonal dice (I
snagged a carton of the things years back on the cheap) as a 'welcome
to the game, you'll need these' gift that they could keep even if they
only stayed a session. People like physical reminders of fun times.
Even if they never use it, your players will definitely appreciate the
effort you put into building the kit.

The pencil is a great idea. I don't know if I can find a notebook
small enough, but I can look.
If I really want to go nuts I could crochet these

to hold the kits, but then it's less portable.

The question is how big is it supposed to be? There are some really
small notebooks around.
