Quite possibly not even that but a E Moto ie illegal moped, add speed and weight and bikes become much more of risk to others, which is well just physics.
This said New York and other US cities absolutely have a high rate for pedestrians deaths, but the death by a bike is similar to UK/London ie none
to low signal digits.
And IrCOd also note and have experience that people do absolutely die from
head trauma from low speeds, just the fall its self can do it, and isnrCOt a rare occurrence.
