    I suspect be rather uphill battle, and requires taking it to the online sellers, in uk they exist though IrCOm sure the riders know they arenrCOt legal they do seem to mostly try not to advertise themselves to the police.

    I believe NewYork City is already trying to prevent online marketplaces
    from essentially dumping the problem on the authorities, but that seems to
    be the really the only solution, your not going to have enough police plus testing that bikes are or not legal, particularly with USA fairly complex number of categories, thatrCOs quite a ask.

    I pretty much agree. An e-bike is a powered vehicle, and the difference
    of whether the source of the power is an internal combustion engine or a battery is immaterial. The complication is for bikes that have pedals,
    but the reality is that few riders do much with the pedals, and do the majority of their riding under power.

    But I think it useful that not only is it necessary to license the
    vehicle, but the rider, so that riders are certified to be properly
    trained to operate a powered vehicle.

    That is the case in UK in theory at least, in practice yourCOll not find
    anyone who will insure them.

    And they are the reasons transport bans on e things as they have cheap batteries without the safety features. Ie risk of fires which in enclosed spacesrCa

    There popularity in many ways is that they are moped without the regulation
    and cost.

    this complication most likley was solved in the 1950's for
    'motor-assisted bicycles' (maybe they never got popular in USA because
    car were cheaper there).

    The challenge is that come people managed to convince the legislative
    bodies that e#bikes are inherently safer and so need less expensive ways
    of handling (insurance, licensing, usage of bike lanes).

    Or merely advanced scooters, which are typically not regulated (at least
    in the US).
