    The more strongly one feels that helmets are a vital necessity, the
    more strongly one should fight against mandatory helmet laws.

    You can't mandate helmets without defining "helmet", and that means
    that the present state of the art is frozen forever; no improvments
    will be possible without re-writing the law.

    I don't believe that the entire law would have to be rewritten if it
    was written with the described as "as described in attachment". Or
    perhaps as "standards for helmets", or similar description.
