    The front page of the Times-Union weekend edition says that The Center
    Lake Recreational Trail is being built by the parks department, and
    will be financed entirely by the park budget and voluntary donations.

    A few decades ago someone was talking up a new "bike" trail, and how
    we could persuade the powers that be to spend tax money on it. I
    said, "But this is purely recreational; it should be paid for with
    donations."

    With a straight face and perfect sincerity, he answered "But if we ask
    people nicely, they might say 'no'."
