Vehicle Title Questions

Having never owned a brand new vehicle and recently had one seized by VT
state
for some "legal issues" I got to wondering about what the purpose of the
title is.
The Dodge truck that was seized, went to a junkyard, not an impound as the state
is too poor to afford one.
I was never given an impound certificate or a reciept so I thought I had the case made
and would win in court, but they would not hear the case, period.
I still have the title, its a NY state title, (not signed transfered to anyone) nothing ever came in the mail stating otherwise
and I have heard people say state titles are worthless, and in my case that seems to be true.
A manufacturer or dealer of the mfr title has more authority, and I suspect the original owner
of the Truck in NY encountered some issues and it was also seized by the state. If so this is
a great money making racket for the state, as they figure its their title
and get to call the shots.
My friend also told me that if lets say you have a title from one state and move to another
and register the vehicle there, you have to get them to print you out a new title on that
states DMV system?
Friend of mine got a 2024 Subaru crosstrek from a dealer with like 30K
miles, not
a brand new vehicle but he took a loan thru a bank, and the dealer (or DMV?) holds the original
title "until he pays for the vehicle".
I guess the dealer does not have to show the buyer the original mfr title of the vehicle until its
paid off?
How would a buyer know for sure the title does not have issues, like a lien
or other problems
and these days with AI running the show, some computer pops up a STOLEN
report on the vehicle
during a traffic stop?
