A plot to bomb the Fairford RAF base - which is heavily used by the US
for its bomber fleet - has been foiled as a result of observant locals
    who called police.

It's more than a little unsettling that British intelligence services
didn't nip this attack in the bud and even more so that the phone call
to the base security office went unanswered when locals tried to advise
them of suspicious men and vehicles in the vicinity of the base.

There is speculation that the attack was organized by the IRGC in Iran
but no solid proof yet. My hat's off to the observant locals who did
what was needed to intercept this attack before the bombs went off.

If the crime isn't a thought crime, how can the police act?

just a side pointer here. Often the cops (etc.) will claim
there was a fortuitous tipster or the bomb carrying driver was swerving
or all sorts of other immediate notifications, while in reality..

while in reality these groups had informers (or sometimes even agents!) saturating them for months and years, but the cops (etc.) don't
want to admit to that for the obvious reasons.

(I'm VERY pissed that no one answered the phone, at least per
a news report, at the base and the caller wound up reaching out
to the local constabulary, who at least took it seriously).

Fair point; we are, after all, describing an actual terrorist attack,
not just people writing mean tweets. You can't expect the police to be everywhere, certainly not patrolling obvious targets during a war when
people are saying things all over social media....

Fair enough; that might well happen on occasion. If I were to watch the
dozens of reports about the incident, I might find an interview with the locals to substantiate that it was a local but it would be concerning if
they were identified due to potential revenge attacks. If the security services are really concerned about confidentiality, they could even
have hired actors to pretend to be local folk anyway so it probably
    wouldn't be conclusive proof anyway.

Even security staff have to use the loo occasionally so if there was
only one person on duty at that phone at the time, that may be the
innocent explanation. But given the war that is on and the sensitivity
of the equipment at that base, you'd think security would be more than
    at normal times.
