There are local bylaws in each of the neighbouring towns that are
different from each other so if you can't light - or buy - fireworks in
one town, just drive a couple of miles down the road and get rules that
suit you better. I think there are also rules on what kind of fireworks
can be purchased; those probably vary from town to town too.

Indeed - the "North Shore" (where I live) of Vancouver has 3
municipalities and 2 Indian Reserves. All 3 municipalities ban
fireworks - but they're readily available - 3 guesses how people get
them and the first two don't count!

Surely she said "rape in progress" or similar to the 911 operater -
that should have gotten the officers' attention to convince them maybe
they should get out of their cruisers to investigate.

Maybe not even then. The Supreme Court has ruled that police have an
obligation to "protect and defend" the community in general but have no >>>> responsibility to any particular person.

I remember reading about a case in the US where police were sued for not >>> responding at all, even very slowly, to an urgent situation - I don't
remember any details about the situation - and the court found no
obligation for the police to respond so the suit failed. I found that
very surprising and disheartening. I get that they can't respond to
every little thing instantaneously and in force but the idea that they
don't have to make any effort at all boggles my mind.

I guess they were working on the theory that rapes usually happen out on
the front lawn and since they didn't see that, decided everything was >cool....

That's a real disgrace. THAT department SHOULD be defunded and a >neighbouring one should be expanded to cover that area.

    +1 (or +100 if that's allowed...)

You sound like the officers in the Henry Nowak case. (I'm assuming
you've heard of the case - you're usually well informed)
