That's right: the guidelines could mandate calling the police if one
child gives another child a nickname that raises someone's eyebrow,
however innocently meant. (The age of criminal responsibility in Britain
is 10; less than that and the child is deemed to be incapable of forming
a criminal intent).

I would charge the teacher or the principal or whoever made the call for wasting public resources.
