That's right: the guidelines could mandate calling the police if one
child gives another child a nickname that raises someone's eyebrow,
however innocently meant. (The age of criminal responsibility in Britain
is 10; less than that and the child is deemed to be incapable of forming
a criminal intent).

The people who created and published this advice should lose their jobs
as should the people who hired them. How much did it cost the taxpayers
to have this nonsense created? Any money at all spent on this is an
abuse of taxpayers money. You can bet it took umpteen man-hours of
effort to discuss, draft, revise, approve, and finally publish this
rubbish and those people were all paid comfortable civil service salaries.
