Public pools get worse, sometimes: try a cryptosporidium outbreak
which requires the entire pool to be shut down while they try to
figure out how to clean it out. ItrCOs chlorine-resistant, I believe.

NASArCOs Apollo Mission Control was full of smokers during its operating lifetime. I think an Ars Technica article on the restoration mentions

My parents were chain-smokers. When my mother died, so much tar had
built up in the surface of her kitchen cabinets, they started seeping
    a blood-like substance.

Oh yes. A friend of mine worked at JSC for many years. I visited him
once shortly after they had upgraded Mission Control, and he took me on
a "behind the scenes" tour of the whole facility. The computers,
consoles, furniture, etc from the old Mission Control hadn't been
removed yet. He walked me through the storage, and once he started
pointing out the numerous cigarette burns, yellowed plastic covers, etc
etc etc. you could see the effects everywhere.

Somehow, the phrase "the walls wept blood" crept into my mind when I
    read that.

Commercial pools will actually be closed to swimming if someone throws
an unwrapped baby ruth candy bar in the pool[*]
