Here I ask if in the UK it's really set into stone that it has to be
"majority political party" and it's not allowed to be someone from such
a party, or someone named by a group of parties or MPs that have such a
majority, or alternatively someone named by the head of state (which
tends to make more sense when the legislature has some power to reject
    such an appointment).

It's actually that group of MPs that can command an absolute majority in
the House of Commons (first past the post system). This is usually a
single party but can rarely comprise a coalition of two or more parties.

Historically the UK government has been pretty much a two party system
but what's especially interesting right now is that with the next
election not until 2029 (and yes I know there's an asterisk behind
that) there are likely to be 3 or 4 parties with significant number of
    seats.

It was not so long ago in Canada that we had five parties which won significant numbers of seats. We still have three, or four if you count
    the NDP, which I do.
