down because it's not viable, it's not profitable?
This really sounds like they're trying not to say they're actually subsidizing inefficient power sources like coal, wasting money in the process.

This is insane. The savings in developed countries, where fossil fuels
aren't subsidized or otherwise prioritized like this, come from sources
such as renewables, driving prices quite low. Sometimes in hand with
NPPs, but something tells me the Trump administration isn't trying to
create a franchise of new power plants all over the US...
If this were all there is, with no hidden subsidies, then there'd be not
much of a deal, because energy companies would just invest in what gives
them something in the semblance of profit, and that would be renewables.
But reality is probably that the Trump administration will bully,
harass, prosecute anyone who does use renewables despite this, and will
try to bend such producers into using more expensive energy sources,
just like they technically can coerce The Walt Disney Company and
Paramount to not air interviews with James Talarico.
Expect some extent of meddling and other sorts of corruption to make
sure any energy company not adhering to very inefficient and stupid coal
or to unobtainium oil loses tenders and contracts.
