are a couple in private hands.

on the way down to release the nails or whatever.
While I'm totally on board with the idea (having once been a mortar
platoon leader) you're bumping up against federal regulation again. ATF considers a mortar round (or anything with over 1/4 lb explosive) to be
a Destructive Device for which you have to file a Form 4[1] for each and
pay the $200 fee. Becomes a very expensive proposition.
And I have no idea if the state would get involved.

Although, to conflate two threads, cluster bombs and wide-area mortars
might be a viable solution to the wild hog problems in some locations.
