What do you mean by 'cannot'? There are quite a few countries that
don't have nukes that COULD have them within a year if they wanted
them - nearly all of them are US allies (Germany, Japan, Canada, S

My sister-in-law's brother is now retired but he was a nuclear
engineer who was routinely deployed abroad for a year at a time
leading teams which installed CANDU reactors.
Needless to say safeguards were a big part of the package.
