A flooding river requires a flood plane. It show this to the humans each
time it floods, the humans just knee jerk and then go back to building on
it.
It looks like the river may get its flood plane. However there is a seed of failure is doing the job properly.

What is needed is a plan so that there is certainty as to what is happening.
I guess they will get there but not in this century. Nevertheless good to
see a step being taken in the right direction.
