    $150,000 spent to set up the hotline to report supposedly gratuitous
    use of road cones; it ended up fielding a total of 800 calls over the
    six months in was in operation, which resulted in the removal of just

    So that was over $180 spent per call, or a cost of $750 for removing
    each rCLunnecessaryrCY cone.

    It would have been cheaper to leave those cones in place.
