It is worth remembering that the third paragraph reference to 'years
of delay and denial' references previous National Governments as well
as Labour.
Richardson has a point. Government spending must be cut in the
meantime, until growth in the economy produces increased tax income.
Lets see what today's HYEFU brings to this table.
