    mandate flouted and disregarded, an independent agency held captive, and

    Mamdani appointed five new members to the housing Board and reappointed
    a tenant representative.

    One landlord representative, Christina Smyth (appointed by Adams),
    resigned the morning of the June 25 vote.

    In her letter she said that rCLthis rebuilt board was required to deliver
    a rent freezerCY and that rCLeverything since has been theater,rCY accusing the panel of starting with a predetermined answer and working backward.

    Board data showed landlord operating costs rose 5.3% while net operating income rose 6.2% overall.

    Plaintiffs say the board ignored or downplayed rising insurance,
    maintenance, utilities, property taxes, and water/sewer bills while overstating tenant incomes and understating landlord hardship.

    One plaintiff, who owns three fully stabilized buildings with about 50
    units, said her portfolio is losing $172,000 each year

    Another owner reported $90,000 in unpaid rent at a Bronx building; a
    Queens family that has owned and managed its building since 1974 is owed $70,000, including more than $25,000 from a single tenant.

    Mamdani's City Hall rejected the claims.
