-a Yes,-a-a but-a how-a recently ?
From what I can see on my news server, which goes back to 2014,
soc.culture.german was, throughout that period, filled with mostly spam
and off-topic postings, with rare exceptions.
I am sure there was a time when the newsgroup had a higher quality of >postings, but I don't know when that would have been. I suppose one
could find it through Google Groups, but one would have to click back >through hundreds of pages of threads, one page of 30 threads at a time,
to find when that was.
The newsgroup was "functioning" before Feb. 22 in the sense that posts
were being received and transmitted, but not in the sense that any >significant portion of the posts were about Germany or German culture.

using 40tude dialog and the "news.blueworldhosting.com" server, which
has long retention (currently 136235 articles, mostly after 7/1/2003)
shows about three-fourths (~75%) of these articles were cross-posted,
and almost half (64626, ~47%) of all articles were posted from google
groups; it's typical for active newsgroups to get spammed and trolled
