    From what I can see on my news server, which goes back to 2014, soc.culture.german was, throughout that period, filled with mostly spam
    and off-topic postings, with rare exceptions.

    I am sure there was a time when the newsgroup had a higher quality of postings, but I don't know when that would have been. I suppose one
    could find it through Google Groups, but one would have to click back
    through hundreds of pages of threads, one page of 30 threads at a time,
    to find when that was.

    The newsgroup was "functioning" before Feb. 22 in the sense that posts
    were being received and transmitted, but not in the sense that any
    significant portion of the posts were about Germany or German culture.

    using 40tude dialog and the "news.blueworldhosting.com" server, which
    has long retention (currently 136235 articles, mostly after 7/1/2003)
    shows about three-fourths (~75%) of these articles were cross-posted,
    and almost half (64626, ~47%) of all articles were posted from google
    groups; it's typical for active newsgroups to get spammed and trolled
