A little clarification would help.
I personally rather when people msg me to peer with us in our hispagatos server, unfortunatelly
sometimes I get busy and takes me 3-4 days to get back.

Technically, all it does is generate "permission denied" (or similar depending on the NNTP server) on the target peer. That may bother some people, and while it does not bother me, I do prefer for the requester to send an e-mail before either side configures the feed.
Since you mention INN, you can add the peer to your incoming.conf, but do not add them to the newsfeeds file (until you've confirmed peering). That will allow the remote peer to send to you, and when you've confirmed with them via e-mail that the feed has been, or will be configured you can add to the newsfeeds file.
