[There seems to be a gotcha if one has not already got the
    ports based pkg install . . .]

My attempt to use freebsd-update hangs, apparently waiting for
    unprompted user input:

    # freebsd-update -r 14.5-BETA3 upgrade
    load: 0.08 cmd: pkg 3628 [ttyin] 29.18r 0.00u 0.00s 0% 7736k
    ^C

    So, looking:

    # sh -x `which freebsd-update` -r 14.5-BETA3 upgrade
    . . .
    + eval 'IDSIGNOREPATHS=$IDSIGNOREPATHS_saved'
    + IDSIGNOREPATHS=' /usr/share/man/cat /usr/share/man/whatis /var/db/locate.database /var/log'
    + eval '_=$BACKUPKERNEL_saved'
    + _=''
    + [ -z '' ]
    + eval '_=$BACKUPKERNELDIR_saved'
    + _=''
    + [ -z '' ]
    + eval '_=$BACKUPKERNELSYMBOLFILES_saved'
    + _=''
    + [ -z '' ]
    + check_pkgbase
    + pkg -r / -N
    load: 0.39 cmd: pkg 3867 [ttyin] 358.92r 0.00u 0.00s 0% 7756k
    ^C

This was on a RPi4B already running 14.5-BETA2 (installed via the SD
image but to a USB3 media).

I will note that I'd not installed any ports or such yet, so:

    # pkg -v
The package management tool is not yet installed on your system.
Do you want to fetch and install it now? [y/N]: y
