I checked the installed version of pflogsumm I have and found,

pflogsumm-1.2.0,1
...

https://athena.linxnet.com/postfix_contrib.html) which says pflogsumm-1.2.0 is the production version and pflogsumm-1.2.1 is the beta version.
Perhaps your /etc/pkg/FreeBSD.conf is pointing at 'quarterly' rather than 'latest'.
