It's hard for me to help badgolferman because my iOS upgrades all fail.
I'm on iPadOS 26.5 because I can't update even to iOS 26.7 due to lack of
space (where I simply wish an iPad had an sd slot which would solve that).
Cannot Download Update

Storage -> 59.48GB of 64GB used
So I wish I could help badgolferman by my own empirical testing, but I
can't, so I'm stuck looking it up, where I looked to see if it's a bug.

But, like most clickbait, the first 90% is good step-by-step advice.
Since Apple has never sufficiently tested their software, ever, I wouldn't
be surprised if this is yet another classic lack-of-QA, but I haven't found anything "from" Apple about it, unfortunately, to confirm if it's a bug.

Fundamentally, we have to wait for Apple's Software Patch if it's a
software bug because a permanent fix likely requires a point-release update from Apple to correct the underlying wireless driver and handshake bug in
the operating system.
As noted, badgolferman can maybe try to split the router bands to separate
his 2.4GHz and 5GHz Wi-Fi bands into different names, and connect the phone strictly to the 5GHz band to bypass dropping loops.
If workarounds fail, badgolferman can go nuclear, and wipe the phone
entirely and set it up as a new device using a computer (avoiding a direct iCloud backup restore) to clear out any deeply embedded system preference corruption.
Yuck. Apple's well-known almost total lack of QA strikes again. Sigh.
