"Government" is a lie. There is no Government. It is a myth fostered by

Sort of.
The character created a mythical "Restored United States of America" government, but he really had no idea whether or not there was any real government rebuilding back where he began his cross-country journey.

In the 1982 book it said he had been back east, seen the destroyed
cities, and knew there was no government in the way he was telling
people there was.

"The Postman" by David Brin was first published in 1985. I finished re-reading the 1997 reprint a few weeks ago. The character doesn't
return east and keeps going west, at the end he's planning to reach California. He may have gone partly west before starting his journey,
but during his long trip eastwards he had no way to know what was or
wasn't happening in the west.
I've never seen the Kevin Coster movie, so I don't know what changes
that inevitably made.

"The Postman" by David Brin was first published in 1985.
The first part was published in 1982 as "The Postman". The second part
was published in 1984 as "Cyclops". In 1985 a third part was added and
the entire work (re-)published as "The Postman".

In the 1982 book it says he had been [past tense] in the east and knew
there was no government matching the story he was telling. The 1982 book
did not cover his time in the east, but it did say he knew from his time there that his story was not true.
