"Government" is a lie. There is no Government. It is a myth fostered by

    Sort of.

The character created a mythical "Restored United States of America" government, but he really had no idea whether or not there was any real government rebuilding back where he began his cross-country journey.
Plus, by the end of the story, the character's mythical government is beginning to turn into a reality.

    people there was.

"The Postman" by David Brin was first published in 1985. I finished
re-reading the 1997 reprint a few weeks ago. The character doesn't
return east and keeps going west, at the end he's planning to reach California. He may have gone partly west before starting his journey,
but during his long trip eastwards he had no way to know what was or
    wasn't happening in the west.

I've never seen the Kevin Coster movie, so I don't know what changes
    that inevitably made.

Damn!! Got my east and west a bit mixed up at the end of that fist
    paragraph. :-\
    It should have said:

Yes, "from his time there", which was years before the main story in
the book because he was traveling from east to west on foot. By the
time his myth started, things in the east might have changed - he
didn't know for sure, which is what I said in the first place:

"... he really had no idea whether or not there was any real government
rebuilding back where he began his cross-country journey."
