Very weird experience

Earlier had a very weird experience. iPhone was working as normal on wifi
and mobile listening to podcasts and other apps were as responsive as
normal including imessage.
However, I tried to phone some people and the phone app refused to make any calls. I could see their contact details, and the app was responsive. Then,
I thought "ok, I'll just restart the phone". Nope, not happening. Holding
the power and volume buttons for about 30 sec did nothing. Normally, it responds within 10.
Googling I found that there's a second way to switch off your phone via the control centre. That *did* work and was able to get the phone to work.
Anyone seen this before?
