The font size in a terminal is determined by the terminal. Which
terminal emulator are you using? In MATE Terminal you can increase the
font size by pressing ctrl-shift-+
MATE is my default and ctrl-shift-+ acts as expected. Applications->Accessories->GNU Emacs 24 (Terminal) launches with
/usr/bin/emacs24 -nw %F
It must be launching its own terminal emulator as ctrl-shift-+ has no
effect.
When I do that it launches MATE Terminal.
Try launching MATE Terminal first, and then run emacs with emacs -nw
You could also look at the process list and see what terminal is
running.
ps aux
Emacs isn't usually installed by default, but Debian 9 is rather old, I
can't even remember if I used it.
