Initial release of pkgmeta, a small LaTeX package for retrieving
package and file metadata without loading the target file.
It supports \ProvidesPackage, \ProvidesFile, \ProvidesExplPackage,
and \ProvidesExplFile, with a text-based LuaTeX backend and
a readprov backend for XeTeX and pdfTeX.
