Internal changes to move most INI/TNI decisions
to module WINI.
Fixed: hang on exit when INI or TNI file missing.
Now adds Date header to an incoming message if it
was missing.
VIOSetup removed from the distribution.
In case anyone still wants VIOSetup, it is available as a separate download.
