    This means that another process is using the folder (that is the open
    part) and the system is not releasing the lock (meaning giving exclusive access) to another process (that is the unable part).

    If there is no actual other process using the folder, maybe there is an
    old lock to the folder in the form of a file that is hanging somewhere. Depending on your system that file might be in the same directory as the folder, or in /tmp. See if you can find it.
